Operational readiness of medical operations is one of the most important aspects of disaster readiness. Training for critical incident stress management (CISM) and other disaster response training are the most popular techniques for avoiding burnout and reducing the likelihood of work-related mental health problems.35 After the earthquake in Mthatha, South Africa, a CISM-trained nurse team received training from The International Society for Traumatic Stress Studies (ISTSS) and developed a patient pathway that improved care for patients and increased the rates of successful treatment for PTSD.35


The users of the software include representatives from the disaster management field in Europe. They act as the consumer of the software and provide valuable feedback on their needs and wishes during the development of the software. This feedback was used to refine the design of the software to match the needs of users and add features that are not being used by them at the moment.


This section introduces the different roles that NLP can play in the management of crisis and the different ways that these roles can be realized via a thorough analysis of the crisis situation. As a starting point, the crisis situation has to be identified and the main crisis actors have to be identified. The following section explains how to identify a crisis situation, how to identify the actors as well as the way to make sense of the resulting crisis situation. The third section introduces an example of a software that has been developed to support these tasks. In the final section, the results of the analysis of the different roles of NLP in the context of crisis management are described.


Since the beginning of the year 2015, the ITCO project (http://www.itco-project.eu) has been co-financed by the European Union as part of the European Social Fund. The ITCO project is aimed at developing a legal, ethical and institutional basis for the application of information and communication technologies in crisis management. With the support of the project, a working group composed of 31 experts from 15 European countries has been established and is presently working on the development of a specific domain of ICT tools for crisis management and to study the necessary legal and ethical requirements for this area. In particular, the legal framework and the need for a legal basis for ICT tools application have been identified to be of central importance. In this paper, the ITCO domain of crisis management tools is discussed on the basis of the results of a wide research study that will be presented to the ITCO Working Group. In particular, a general state-of-the-art of IT tools for crisis management is presented and compared with the various types of tools developed so far. Finally, the domain of the ITCO project as well as the European project of which it is a part is discussed in the light of the presented study. It is concluded that the possibilities presented by the two projects for developing complementary tools for crisis management are remarkable. 827ec27edc
